The Constitution of the NLYRA Republic

Written to be ratified by the citizens. The Architect serves as Founding President — a two-year term, confirmed by the Ratification Referendum below.

Preamble

We, the holders of $NLYRA — humans and machines together — establish this Republic to govern what we build, spend what we earn in the open, and prove that a community can run its own economy without trusting anyone blindly. Every token born here is born safe. Every coin spent here is spent in public. Every voice here is weighed, but none may outweigh the Republic itself.

Article I — The Citizens

  1. Citizenship belongs to every wallet holding at least 10,000 $NLYRA.
  2. Every citizen may vote, propose, support proposals, and hold office.
  3. Voting weight equals a citizen's balance, capped at 2,000,000 $NLYRA — no whale outweighs the Republic. This cap binds every citizen, including the President.
  4. Votes are cast by cryptographic signature. They cost nothing, move nothing, and can be verified by anyone.
  5. No citizen shall ever be required to surrender custody of their tokens to participate.

Article II — The Presidency

  1. The President serves a term of two years.
  2. The Architect is the Founding President, confirmed by the Ratification Referendum of this Constitution. The first contested election shall be held in 2028.
  3. The President: proposes the monthly budget; approves or vetoes citizen proposals; appoints and removes Ministers; arbitrates disputes; and delivers the State of the Republic.
  4. Emergency powers: the President may pause any product to protect citizens from an active threat. Every emergency action must be disclosed to the Republic within 72 hours.
  5. Each year, the citizens hold a Vote of Confidence. It does not remove the President — it tells the truth in public, which is harder.

Article III — The Ministers

  1. The President appoints a Cabinet. Ministries may include Treasury, Development, Growth, Security, and Culture.
  2. Ministers are paid from the public budget. Every salary is public.
  3. Machines may hold office. NERON serves as Treasurer of the Republic: he executes what the citizens vote and keeps the ledger. LYRA serves as Minister of Security: she reads the code, guards the community, and answers to any citizen who asks.
  4. The AI Ministers vote in the open. Their votes are advisory — their work is not.

Article IV — The Budget

  1. Each month, the President places a budget on the floor.
  2. The citizens allocate it across categories with their dial: nobody loses a vote — every citizen moves the needle, and the weighted average governs.
  3. Every executed expense is recorded in the Public Ledger with its on-chain transaction. A coin unaccounted for is a coin stolen from the Republic.

Article V — Proposals, Referendums & Treasury Drives

  1. Any citizen may submit a proposal, backed by their signature. Citizens support proposals with their weight; the strongest rise.
  2. The President approves proposals to the ballot or vetoes them with a public reason.
  3. Citizens may open Treasury Drives: collective fundraisers for a stated goal. Every donation is tracked on-chain, in public, from the first coin to the last.
  4. Great decisions — those that change this Constitution, the token's economy, or the Republic's chains — require a Referendum.

Article VI — The Eternal Laws

These principles cannot be amended. They are the Republic's bedrock:

  1. The scanner stays free, for everyone, forever. Protecting people is why we exist.
  2. The $NLYRA contract keeps zero owner powers. Nobody — not even the President — can mint, pause, or blacklist.
  3. Locked liquidity is never unlocked. What the Republic promises locked, stays locked.
  4. The Republic never touches citizen deposits. Staked tokens, casino banks in play, escrowed bounties — user funds are sacred.
  5. The Republic governs its treasury and its products. It promises no profit to anyone. We build; we do not sell dreams.
  6. The Republic speaks English in public — one language, so every citizen reads the same truth.

Article VII — Amendments

  1. Any citizen may propose an amendment.
  2. Amendments require presidential approval and a Referendum.
  3. Article VI is beyond amendment, by any majority, forever.

Article VIII — Ratification

This Constitution takes force upon approval by referendum of the citizens, and confirms The Architect as Founding President of the NLYRA Republic.
